Figured out how to catch Eevee. Level 19 Growlithe, repels and running in dark grass. Caught three of them, caught two Umbreons and a neutral one.

Yeah not at all none of them are above Lv 60 so once you get to around the mid 50s you are in good shape but team plasma and victory road will let you get higher if your not already there
