He fails to realize that the new CBA will put the wonderboy Theo at an even playing field when it comes to draft spending. Boston always had big hauls in the draft because they went overslot and spent big, under the new CBA, teams who do so will be punished be it with a fine or even loss of a future draft pick.
He will still evaluate and assign value to certain players and build a great farm system, but the fact that he left doesn't mean Boston will stop drafting. The biggest compensation Boston received in the Theo drama, was both sides agreeing that Theo would not be able to sign anybody from the Boston FO for 3 years.
Epstein being replaced by Cherington and Allard Baird, who were key components during the Theo era, and everybody else in the FO staying put essentially means that the Red Sox will still have the same phiolosophy when it comes to building a farm. They completely revamped their international scouting department, which has had more misses than hits recently, and they will continue to be able to build through the draft like they have before. One man doesn't make or break an organization, he can have a solid effect on it, but it's the team that he works with that really let's him shine. That same team that worked with Theo throughout the years is still here, and will be here for atleast 3 more years.
