Yeah it would be tricky. Like you said, you could add a pool of money that can be used for other things, but theres only one other thing you can use it for. On the other hand, if you make it a direct hit to the cap, it means smaller bids for posting fees. Seems like general FA is the route to go

Then Posting Fee + Salary divided by the number of years

Example: 50M Posting fee + 5 year 50M deal = 5 years 100M (20M per year)
