First cop was legit. He deescalated the situation, while showing he has authority.

That is not how they are trained anymore though. They are trained to show that no one can even blink or else they will get their *** whooped by pepper spray and a baton.

First cop should be used as an example of how policeman should behave. Second officer will get away as if nothing happened, because that is how he was trained.
