I'll take Lee. Dice-K can be dominating but it's usually for only 5 innings as opposed to Lee who usually dominates 7-8 innings (at least for this season).
Matsuzaka.
Cliff Lee:
2.43 ERA , 173 ERA+ , 1.04 WHIP , 5.21 K/BB
Dice-K:
2.84 ERA , 152 ERA+ , 1.37 WHIP , 1.35 K/BB
This season, it's not even freaking close. Lee by a mile.

I wish the poll was public so we could see how many Red Sox fans are voting for Dice-K.

Lol, my bad.

Seriously tho that BB/K Ratio for Dice K is bloody horrendous
The Doc Is IN
...and on the other side of the coin, that K/BB for Lee is incredible.

Clifford
This year, Cliff Lee definitely.
As much as I am a supporter of Dice-K and think he is a great pitcher, he won't be considered a top pitcher until he can find the strike zone.
I have to go with Dice-K. We all know that he walks a ton of batters, which most of the time results in him being taken out in the 5th-6th inning because of his high pitch count. But he finds ways to get out of jams, and can get a strikeout when he needs one. Yes, Cliff Lee is having a tremendous year but you have to think about who the proven pitcher really is here. Dice-K is the more proven pitcher.
