Yes, I can see it happening. The Canadian Parliament has blocked the NFL from coming into Canada before. I can see it happening again unless the CFL feels its in the best of Canadian Football.
If Green Bay and New Orleans can support Football so can Toronto, BC, Calgary, and Edmonton. I can even see the Saskatchewon and Winnipeg getting a team.
Green Bay is unique since fans can own the team and it has been that way since the team was founded in the 1920s. I don't think the NFL would be willing to go down that path. New Orleans has some energy companies head quartered there and is one of the major offshore oil drilling cities so that town can support a team. Not only there needs to be population in the area but there also needs to be serious money.
Thats pretty much it. They operate just fine on their own. There wouldn't be much benefit to the NFL taking on a couple Canadian teams and there wouldn't be much benefit for the majority of Canadian fans in destroying a countrywide league so that Toronto and Vancouver? could have an NFL team.

Would love to see an NFL team in Canada. Vancouver is one of my favorite places, so I could see either them or Toronto. Doubt it will ever happen though. Just doesn't make sense for a variety of reasons

fan bases in all the NFL, who consistently work extremely
hard as communities to keep their teams alive. When you
say it like "If GB and NO can support..." it makes it seem
like you think those places are "small markets with
not much support". That is far, far from true.
I personally would be all for a merger, but I'm extremely
atypical in that sentiment, I know.
The CFL will do just fine. Just cause its not popular here in T.O. doesn't mean the rest of Canada isn't behind the CFL. The NFL has no need or desire to come to Canada, and we don't need them here. They have better cities to put a team than Toronto where we can't even sell out 50,000 for an NFL game. We had to discount tickets just to get people in.
