Agreed, top 20 for his career without question

I won't go as far as most underrated, but ill say that a lot of people don't recognize he has some skills. He is too hit or miss for me.

Overrated and underrated are meaningless terms to me in music because it's all relative to whose opinion your referencing.

"Lil Wayne is the best rapper alive. Look at his record sales!!!" - overrated

"Lil Wayne is mainstream garbage with no talent at all!!!" - underrated

AZ is definitely the most underrated.. Papoose isn't anything special imo.
