Hey. I see you've wandered into the realm of stupidity that is the NBA forum. Well, a couple things for you to check out.
(1) you often refer to both WinShares and PER. They are not analogous stats. PER is comparable with WS/48. PER has a cumulative metric called Estimated Wins Added. PER is it's per minute counterpart.
(2) as a math and evidence kind of guy, go check out BoxScoreGeeks and their stat, Wins Produced.
Where can I find RRA (relief run average) or similar stat for MLB relievers? I'm looking for something that measures a reliever's ability to stop inherited runs from scoring.
